
The 2025-2026 McCourt School of Public Policy Fogel Scholarship is made possible by generous support from triple Hoya and McCourt School Advisory Board member David Fogel (F’93, L’97, MBA’97). The Scholarship provides up to two incoming students enrolled in McCourt School graduate programs with financial support toward the completion of their graduate education, alongside with opportunities to engage in rigorous policy research at one of the nation’s leading think tanks.
Fogel Scholarship recipients receive an annual tuition scholarship of up to $25,000 toward one of the McCourt School’s five graduate programs (EMPL, MPP, MS-DSPP, MPM and MIDP), and a research internship with $3,000 stipend to engage on pressing policy questions with select scholars, economists, political scientists and foreign policy specialists at the American Enterprise Institute (AEI).
Once selected, Fogel Scholarship recipients will be matched with AEI Research Faculty for a semester-long internship. Matching will be conducted based on students’ alignment with research needs and areas of interest across policy areas that include economics, health care, poverty studies, foreign and defense policy, education, politics and public opinion, society and culture. The American Enterprise Institute is a public policy think tank dedicated to defending human dignity, expanding human potential, and building a freer and safer world. The work of its scholars and staff advances ideas rooted in their belief in democracy, free enterprise, American strength and global leadership, solidarity with those at the periphery of society, and a pluralistic, entrepreneurial culture.
Application
Please submit an application no later than Monday, February 17, 2025, at 5:00 p.m. ET. Award decisions will be made in mid-March, and students’ decision to accept must be made by April 15, 2025.

- Eligible applicants include all prospective students admitted to one of the McCourt School’s five graduate programs (EMPL, MPP, MS-DSPP, MPM and MIDP) for the academic year. Both domestic and international students are eligible to apply.
- Awarded students will receive annual scholarships of up to $25,000 for the length of their McCourt academic program.
- Fogel Scholarship recipients will be matched to semester-long internships with AEI Research Faculty, receiving a $3,000 stipend.
Skills Requirement
Strong candidates will demonstrate:
- Knowledge and experience with the US public policy process and government institutions.
- Experience in quantitative and qualitative research and analysis, relevant to projects such as compiling literature reviews, retrieving and analyzing data, and assisting with data-visualization.
- Exceptional writing and verbal communication skills.
- Excellent time management and organizational skills.
- Technical software skills including proficiency with Microsoft Office (Excel, Word, and PowerPoint) and preference for familiarity with Stata, R, and/or Python.
- Interest in learning from and contributing to an intellectually stimulating environment, rich with critical thinking, scholarship, and lively debate, offered by the American Enterprise Institute.
