Elena Fowlkes

1. What are you currently working on? Where?

I am the Assistant Director of Operations at the District of Columbia Office of Tax and Revenue, where I oversee critical departments such as the Office of the Taxpayer Advocate, the Tax Academy (dedicated to internal training), Communications, and the Center of Excellence. In this role, I collaborate closely with the Director of Operations to manage the agency’s daily functions and drive strategic initiatives. My work focuses on delivering meaningful projects that enhance taxpayer experience and create lasting benefits for the community.

2. How has the EMPL program shaped the way you approach your work?

The Executive Master in Policy Leadership (EMPL) program has fundamentally reshaped my approach to leadership, policy decisions, and strategic planning. It emphasizes the importance of stakeholder engagement and prioritizing sustainable, long-term results. The cohort-based learning environment has significantly improved my ability to collaborate with colleagues and communicate policy objectives effectively. I integrate the tools and frameworks I’ve gained at Georgetown into my daily responsibilities, striving to create impactful, holistic solutions for District taxpayers.

3. What was your favorite memory from the EMPL program?

My favorite memory from the EMPL program is the sense of camaraderie and connection within the cohort. The opportunity to learn alongside such a diverse and talented group of professionals has enriched my perspective and fostered both personal and professional growth. The relationships I’ve built are truly invaluable.

4. What is something you are passionate about outside of school?

Outside of my professional and academic pursuits, I am deeply passionate about advancing social and economic justice. I believe in fostering equity and opportunity, particularly in areas that address systemic barriers to financial empowerment and stability.
