Policy Evaluation Experts

Donald Moynihan is the inaugural McCourt Chair at the McCourt School of Public Policy. His research examines how to improve how government works. He examines the behavioral effects of efforts to improve public sector outcomes through government reform, as well as the administrative burdens people encounter in their interactions with government.

Moynihan has presented his research on public sector performance to policymakers at the U.S. Office of Management and Budget, the World Bank, OECD, as well as governments all around the world. His research has been cited in President Obama’s budget proposal. He has written for the New York Times, the Washington Post, the Hill and other venues.

Pamela Herd’s research focuses on inequality and how it intersects with health, aging, and policy. She is also an expert in survey research and biodemographic methods. She is currently the Chair of the Board of Overseers for the General Social Survey, a member of the Board of Overseers for the Panel Study of Income Dynamics, a board member for the Population Association of American, and a standing member of a National Institutes for Health review panel for the Social and Population Sciences. She has received grant awards for her work from the National Institutes for Health, National Institutes on Aging, the Russell Sage Foundation, the Ford Foundation, and AARP. She has a book forthcoming, published by the Russell Sage Foundation: Administrative Burden. Policymaking by other Means.

Kathy Kretman has served in a number of roles at Georgetown University, which currently include the Waldemar A. Nielsen Chair in Philanthropy; Director of the Center for Public and Nonprofit Leadership; and Research Professor at the McCourt School of Public Policy. She has devoted most of her career to the development of leaders in the public, nonprofit and philanthropic sectors. One of the highlights of Kretman’s career has been directing Georgetown’s internationally recognized nonprofit executive certificate program, which has 1,500 alumni across the globe. She also created customized leadership programs for USAID, United Way International, National Urban League, National Hispana Leadership Institute, and the Corporation for Enterprise Development, among others.

Education Experts

Marguerite Roza is Research Professor at Georgetown University and Director of the Edunomics Lab, a research center focused on exploring and modeling education finance policy and practice. She leads the McCourt School of Public Policy’s Certificate in Education Finance, which equips participants with practical skills in strategic fiscal management, policy analysis, and leadership. Dr. Roza is author of the highly regarded education finance book, Educational Economics: Where Do School Funds Go? She earned a PhD in Education from the University of Washington and a BS from Duke University, and studied at the London School of Economics and the University of Amsterdam. Dr. Roza served as a Lieutenant in the US Navy teaching thermodynamics at the Naval Nuclear Power School.

Thomas Toch is an education policy expert at Georgetown University’s McCourt School of Public Policy and the founding director of FutureEd, an independent, solution-oriented think tank at McCourt. He is a former senior partner at the Carnegie Foundation for the Advancement of Teaching, a founder and former co-director of the think tank Education Sector, and a former guest scholar at the Brookings Institution. Toch has taught at the Harvard Graduate School of Education. He helped launch the newspaper Education Week. He served as a writer and editor at U.S. News and World Report and has contributed to The Atlantic, The New York Times, The Washington Post, The New Republic, Newsweek, The Wall Street Journal, New York Magazine, The Wilson Quarterly, The Los Angeles Times, and The Washington Monthly. Toch is the author of two books on American education, In the Name of Excellence (Oxford University Press) and High Schools on a Human Scale (Beacon Press).
