McCourt’s Tech & Public Policy program welcomes new visiting fellows

The McCourt School of Public Policy’s Tech & Public Policy (TPP) program welcomed four new visiting fellows. The fellowship program provides a unique platform for tech policy practitioners to share their knowledge and expertise with McCourt students and the broader Georgetown community throughout the fall semester. Visiting fellows host events and small-group discussions on hot-button topics, as well as site visits, providing students exclusive opportunities to engage directly with tech policy professionals and learn about key issues and trends.

“Our fall fellows bring a diversity of thought and experiences to Georgetown,” said TPP Director Michelle De Mooy. “They represent innovative, unique and expert voices in tech policy. It’s exciting to witness the dynamic conversations and intellectual engagement that occurs between the fellows and students over the course of the semester.”

Meet the Fall 2024 Visiting Fellows

Danielle A. Davis

Danielle A. Davis, Esq., is the director of technology policy at the Joint Center for Political and Economic Studies, specializing in broadband affordability and access, content moderation, Section 230 and privacy issues. She brings extensive tech policy experience from roles as assistant general counsel at the Universal Service Administrative Company and tech and telecom policy counsel at the Multicultural Media, Telecom and Internet Council. She was also a Tech and Telecom Policy Fellow at the National Urban League Washington Bureau. 

Davis holds a J.D. from Barry University School of Law, a B.S. in general economics and a B.A. in political science from Florida Atlantic University.

Maya Israni

Maya Israni is the acting deputy administrator of the United States Digital Service (USDS), a technology unit within the Executive Office of the President that uses technology and design to deliver better government services. During her time at USDS, she has worked on programs across the Departments of Education, Justice, State and Agriculture, along with cross-government initiatives, including the Artificial Intelligence Executive Order. Prior to the federal government, Maya was a senior software engineer on trust, safety and privacy initiatives at Facebook in Washington, DC.

Ashkhen Kazaryan

Ashkhen Kazaryan is a tech policy expert specializing in digital free speech, surveillance reform and the intersection of constitutional rights and technology. She is currently a senior fellow at Stand Together, where she spearheads initiatives to defend free speech online and advocate for government surveillance reform. Previously, Ashkhen was the lead for North and Latin America Content Regulation team at Meta. She was also its policy lead on Section 230.

Prior to her role at Meta, she served as the director of civil liberties at TechFreedom. 

Ashkhen holds a Specialist in Law degree from Lomonosov Moscow State University and an LL.M. from Yale Law School.

Henry Lee

Henry Lee is an interdisciplinary designer, researcher and part-time lecturer. His research focuses on the intersection between creativity and artificial intelligence, design education and academic knowledge structures. He received a bachelor’s degree in industrial design from Brigham Young University and an MFA in transdisciplinary design from Parsons School of Design at The New School, where he currently lectures part-time.
