Through shared events and programming, TPP fosters a cross-disciplinary tech policy community of researchers, students, practitioners and policymakers. TPP community members gain access to a broad network that crosses sectors and viewpoints while also building longer-term relationships that foster deep exchange of ideas.

Scholars
Our TPP Scholars are a selected group of McCourt graduate students conducting cutting-edge research across Georgetown and DC on some of the most pressing issues raised by emerging technologies. TPP Scholars work with research centers such as the E4J Lab, BGL, and KGI, as well as partners including Tech Policy Press, Berkeley, and Stanford.
Visiting Fellows
Our TPP Visiting Fellows are a selected group of policy practitioners from industry, government, and civil society who share their knowledge and expertise with Georgetown students. Visiting Fellows give students an up-close look at how tech policy moves in DC. Students have worked closely with key players in civil society, such as New America, the Trevor Project, and the Center for American Progress; in industry, such as Google and IBM,; and in government, including the U.S. Digital Service, NTIA, the U.S. Department of State, and NSCEB. Students have also engaged in tech policy discussions with policy teams at the White House EEOB, Microsoft, the UN’s office, Meta, Google, CDT, FPF, and the offices of Senator Heinrich, Senator Blumenthal, and Senator Warner.
Grantees
Our TPP Grantees are a selected group of Georgetown faculty and research staff across campus working collaboratively on research that promote ethical and beneficial uses of technology and/or reduce harms from emerging technologies. Current and past grantees include Georgetown researchers from the McCourt school, Communication, Culture & Technology, Massive Data Institute, Center on Health Insurance Reforms, Georgetown Law, Department of Government, Department of Computer Science, Happy Tech Lab, Center for Security and Emerging Technology, Evidence for Justice Lab, Better Government Lab, Center on National Security, and School of Foreign Service.
Congressional Technology & Policy Fellowship (CTPF)
Our CTPFs are a selected group of Congressional staff seeking to ensure that technology supports, rather than impedes, desired public policy outcomes. The fellowship brought together 55 participants across two cohorts, including 32 participants in the Fall 2026 Cohort and 23 in the Spring 2026 Cohort. Fellows represented a diverse mix of Senate and House offices, congressional committees, legislative support agencies, commissions, and technology-focused fellowship programs.
