Scholarship overview
In partnership with Howard University, the Howard Scholar at McCourt program provides full-tuition scholarship for a Howard student or alumnus to one of the McCourt School’s graduate programs:
- Executive Master of Policy Leadership (EMPL)
- Master of International Development Policy (MIDP)
- Master of Policy Management (MPM)
- Master of Public Policy (MPP), full-time or evening program
- Master of Science in Data Science for Public Policy (MS-DSPP)
Eligibility and application process
Applicants should follow McCourt’s standard admissions process and must apply by the priority deadline, January 15, 2026, to be considered for the Howard Scholar program. Applicants do not need to apply separately for the Howard Scholar award. All admitted students/alumni from Howard University will be automatically considered.
Please note that the award covers full tuition, but the Howard Scholar will be responsible for any additional fees (e.g., health insurance, transcript fee, student activities fees).
