The Howard Scholar at McCourt program is a full-tuition scholarship for a Howard University student or alumnus to attend one of the McCourt School of Public Policy’s graduate programs.

Marlon Brooks
2025-2026 Howard Scholar
Born and raised in Kingston, Jamaica, Marlon Brooks (MPP-EP;28) moved to the United States to pursue his bachelor’s degree at Howard University. He double-majored in economics and Spanish, with a minor in political science. His academic path later led him to earn a master’s in applied analytics from Columbia University, where he sharpened the quantitative skills he knew would be essential to conducting advanced economic research and analysis.
Scholarship overview
In partnership with Howard University, the Howard Scholar at McCourt program provides full-tuition scholarship for a Howard student or alumnus to one of the McCourt School’s graduate programs:
- Executive Master of Policy Leadership (EMPL)
- Master of International Development Policy (MIDP)
- Master of Policy Management (MPM)
- Master of Public Policy (MPP), full-time or evening program
- Master of Science in Data Science for Public Policy (MS-DSPP)
Eligibility and application process
Applicants should follow McCourt’s standard admissions process and must apply by the priority deadline, January 15, 2026, to be considered for the Howard Scholar program. Applicants do not need to apply separately for the Howard Scholar award. All admitted students/alumni from Howard University will be automatically considered.
Please note that the award covers full tuition, but the Howard Scholar will be responsible for any additional fees (e.g., health insurance, transcript fee, student activities fees).
