Tricia Brooks

Tricia Brooks is a Research Professor in the McCourt School of Public Policy’s Center for Children and Families at Georgetown University. Her research focuses on importance of public health insurance coverage for children and low-income families. She is the lead author on a 50-state study on Medicaid and the Children’s Health Insurance Program (CHIP) policy published annually by the Kaiser Family Foundation. Ms. Brooks’ portfolio also includes assessing and improving the quality of health care for children in Medicaid and CHIP.

Brooks has advised state and federal agencies, as well as child health stakeholders, on policy initiatives designed to expand access to health insurance and improve health outcomes for children and low-income families. Recently, she was appointed by the U.S. Comptroller General to the Medicaid and CHIP Payment and Access Commission, a 17-member independent commission that advises Congress, the Administration, and the states on Medicaid and CHIP policy. She also serves as policy faculty for the Children’s Health Leadership Network, a child health advocacy and leadership development initiative of the Annie E. Casey Foundation and David and Lucile Packard Foundation.

Prior to joining Georgetown University, Ms. Brooks served for 15 years as the founding CEO of New Hampshire Healthy Kids, a legislatively-created non-profit that administered the state’s CHIP program and managed the Medicaid and CHIP outreach center and consumer assistance hub. During her tenure, the uninsured rate among New Hampshire children dropped to 5 percent, establishing New Hampshire as one of the leading states for children’s coverage. Brooks holds an MBA from Suffolk University.
