Carol Davis
Assistant Research Professor, Associate Director, Health Care Financing Initiative
Carol B. Davis is an Assistant Research Professor and Associate Director of the Health Care Financing Initiative Research Center in the McCourt School of Public Policy at Georgetown University. Her research interests include economic and public policy influences on the cost and outcomes from health care delivery. She is also interested in the often conflicting economics of healthcare from the perspective of households, health systems, payers, and policymakers.
Dr. Davis is leading two research teams evaluating the cost effectiveness and return-on-investment of innovative outcome-focused primary care services. As principal investigator for Health Economics Research on Safe Babies Safe Moms, Dr. Davis’ team is evaluating the cost-effectiveness of an ambitious, multi-year clinical and research initiative at MedStar Health improving perinatal outcomes for birthing persons and newborns in Washington, DC.
In a related project with MedStar’s Department of Community Pediatrics, Dr. Davis’ team is beginning a Stewardship & Sustainability Evaluation of interventions tackling food insecurity and financial health from a pediatric primary care hub in Washington, DC.
Upon joining the Health Care Financing Initiative, Dr. Davis' first goal was to establish a forum for research on financing post-acute care for critically-ill patients during the COVID-19 pandemic, revealing insights and implications for the post-pandemic realignment of healthcare delivery across the healthcare continuum.
Before joining the faculty at Georgetown, Dr. Davis was the Interim President of the Institute for Critical Care (ICCF), an education and public policy foundation. Earlier in her career, Dr. Davis was a management consultant at BoozAllen and KPMG (now BearingPoint), with expertise in strategic planning and operations improvement for health and hospital systems in the US and UK. Before moving to the Washington area, she served in numerous appointed leadership positions for the City of Dallas, the State of Texas, the United Way of Metropolitan Dallas, Doctors Hospital of Dallas, and KERA (public radio in North Texas).
Dr. Davis earned her PhD at the Schar School of Public Policy at George Mason University; her MBA from the Booth School of Business at the University of Chicago; and her BSE in Operations Research from the School of Engineering and Applied Science at Princeton University.
