Congressional Technology & Policy Fellowship
The Congressional Technology & Policy Fellowship is a six-week professional development program designed specifically for key Congressional staff who want to ensure that their policies achieve real-world impact.
Technology is now a dependency of public policy — even the least technical policies rely on technology to succeed. Whether or not the policies we create are successful depends entirely on how they are implemented, and the systems that they rely on. This fellowship equips legislative professionals with the insights to understand how technology can make or break the policies they develop every day, and how to approach legislation in a manner that positions it for successful implementation.
As part of a select cohort of legislative professionals, participants will engage in case-study-based learning, network with peers across Capitol Hill, and connect with leading policy experts to explore the relationship between technology and the outcomes of legislation.

Who should apply
Congressional staff involved in policy development, legislative drafting, or program oversight who want to ensure that the legislation they work on is positioned for successful implementation.
About the fellowship
The fellowship sessions will be held on Fridays at 4:30 PM- 7:00 PM from March 20 – May 1, 2026 at the McCourt School of Public Policy, located at 125 E St NW, Washington, DC 20001.
Fellows will receive a certificate of completion.
