The Executive Certificate in Policy Leadership (ECPL) is an interdisciplinary program designed for executives and high-performing mid-career level professionals who require education at the strategic level in policy and policy-making, along with leadership skills.

Developed for Working Professionals

Students participate in five hybrid courses each composed of a five-day, in-person residency experience integrated with interactive online learning over a two week period.

Interdisciplinary Curriculum

The ECPL is an interdisciplinary program that interweaves economics and political science with public policy, administration, and leadership. Central to each course is a focus on two or more 21st century leadership characteristics: leading change, leading people, managing performance, driving mission and business success, and building coalitions and partnerships.  Review the ECPL Curriculum.

 Potential to Compete the Executive Master Program

Students who complete the Certificate successfully may apply to the full Executive Master in Policy Leadership (EMPL) and if admitted, transfer the credits they have taken in the Certificate program toward the full EMPL master’s degree.


Admissions Requirements

All applicants must submit the elements below before they can be reviewed for admissions consideration to the certificate program. Items are listed in the order they appear on the online application.

All McCourt School programs require an online application to be completed through the Georgetown Graduate School of Arts and Sciences.

Degree & GPA Requirement

Students must have a bachelor’s degree with a 3.0 minimum GPA to apply to the certificate program.


Two letters of Recommendation are required for admission.

Personal Statement

A personal statement (maximum length of 500 words) explaining why the applicant wants to pursue the certificate and how obtaining this certificate would contribute to the attainment of the applicant’s professional goals.

Resume or Curriculum Vitae

Applicants must upload a resume or curriculum vitae (CV) illustrating work experience.


Applicants are required to upload to the application system unofficial transcripts from all undergraduate and graduate institutions attended. Do not send electronic or paper copies of your transcripts before receiving an offer of admission. Review the unofficial transcript requirements for additional details and FAQs.

International Applicants

TOEFL or IELTS scores: Only for students who did not receive their undergraduate or advanced degree from an accredited institution of higher education in the United States or from a university where English is the language of instruction for the entire institution.

Tuition Rate

Students pay graduate tuition for Arts and Sciences (GRD).
